THE National council (NC) has passed the Constituency Development Fund Bill which seeks to provide for the establishment of a constituency development fund together with its governing board. This is the first time since independence that the National Council (NC) has drafted a bill. The Minister of Urban and Rural Development is responsible for the administration initiation, formulation, implementation, monitoring, and evaluation of the envisaged Act together with development of policies required for development of the regions.
Speaking to Confidente at the close of a Parliamentary outreach programme in Windhoek organised by the National Council, chairperson Margaret Mensah- Williams said, “The Bill was drafted with the consultation of all 14 regions and it will benefit everyone in their respective regions and is the responsibility of all Namibia citizens to be vocal on it, as we await for it to be tabled in the National Assembly.”
When the Bill is passed into law a resultant fund (Constituency Development Fund) which is to be established will be administered by the Chief Regional Officer under the direction of the Constituency Fund board with the guidance of the constituency development committee. In addition the Fund will be paid with the money expropriated by Parliament for the purpose of developing constituencies. The Ministry of Finance, with the concurrence of the National Planning Commission for each financial year will allocate funds to each constituency in equal amounts. Furthermore funds that will be allocated for particular projects will remain allocated for that project and may only be re-allocated for any other purpose during the financial year with the approval of the board.
The bill further states that if for any reason a particular project is cancelled or discontinued during the financial year; funds allocated for such project will be returned and credited to the region for the constituency from which funds were withdrawn.
Moreover unspent funds will be allocated to any eligible project and such project may be new or ongoing at the end of the financial year.
