THE Chief Executive Officer of Helao Nafidi, Inga Iipinge told Confidente that she cannot have Lucia Nghililewanga sworn in into the local authority as a councillor until the post has been declared vacant by the Ministry of Justice.
She said that position has not yet been gazetted vacant as per the Local Authorities Act of 1992 thus it still remains occupied until it is gazetted.
Nghililewanga was supposed to be sworn in earlier this month, after she had been replaced with Esther Nghidimbwa during the ruling party’s 2015 elections at the town.
“I am waiting for the Ministry of Justice to give me a directive. I cannot jump any term of the law(sic). The lawmakers know that this is a long process that takes time. It will take a long time before the vacancy is gazetted,” she said.
Ohangwena Swapo party regional coordinator, Hafeni Hatutale said the matter was now in the hands of Iipinge.
“Please call Iipinge and find out. She is the one dealing with that matter,” said Hatutale. On her part, Nghililewanga said that she has not yet received any official correspondence from Iipinge, despite being informed by the Swapo Secretary General Nangolo Mbumba that she has been reinstated and will be sworn in.
“I have not heard from Iipinge, I am still waiting to hear from her when I will be sworn in,” she said.
Simataa Limbo, the head of legal draft in the Ministry of Justice could not be reached for comment as his mobile went unanswered.
Several efforts to reach the Minister of Justice, Albert Kawana also proved futile.
Nghililewanga was elected councillor of the Helao Nafidi Town during the local authority elections last year; however she was excluded from the council because she is believed to have some personal differences with certain regional Swapo heavyweights.
She is number two on the regional party list and she was swopped with Nghidimbwa who was brought back into the council to take the seat which was supposed to be allocated to Nghililewanga.
Nghidimbwa was however earlier this month removed from the council to make way for Nghililewanga.
