GLOVES are off at the Bukalo Village Council and it’s messy.
The acrimony pitting suspended Bukalo Village Council CEO, Martin Limbo and the chairperson of the council, Charles Siyauya has reached alarming levels with counter allegations of alleged corruption being thrown around by both parties.
Limbo is accusing Siyauya of alleged nepotism after Siyauya’s fiancée Matilda Kahimbi Jankie through a company she owns Laurel Estate Developers was sold 15 hectares of land for N$187 500 while another company First Capital Treasury Solutions that also bought 15 hectares was charged N$1.5 million.
Jankie is a partner at a prominent law firm in Windhoek.
Siyauya has also hit back and accused Limbo of demanding a bribe from his fiancée to facilitate the transaction.
Siyauya has also revealed to Confidente insulting text messages that were allegedly sent to him by Limbo.
“Umu Zambian mal****ao. Are will f*** you up (sic). What are u doing in the village if you fell from the skies at a political level. You failed in your marriage twice. Mal****ao,” (You Zambian your pe*is…) part of the text messages allegedly sent to Siyauya reads.
Another sms reads: “Mutu bone kweso yo mal****ao. I wish kamba njewe uba zika sunu, not that innocent soul. U are disgrace in this
be back in the office as soon as possible whether you like it or not. Mal****ao.” (We are going to see where you are going your pe*is. I wish it was you being buried today not that innocent soul. You are a disgrace to this peace loving family. I will be back in the office as soon as pospeace loving family (sic). I will sible whether you like it or not. Your pe*is).
In an interview with Confidente Limbo admitted to sending the insulting messages to Siyauya.
“He started it. I started insulting him because of what he had done to me. He should behave like an elder.”
A deed of sale in Confidente’s possession between Laurel Estate Developers and the council was signed by Limbo. When Confidente asked Limbo why he had signed the document if he believed the transactions were not above board he alleged that Siyauya had forced him to sign.
“I had been refusing to sign the deed of sale since February until July when Siyauya wrote a letter threatening me saying I was refusing to carry out a council resolution. That’s why there is this gap between February and July. I was paralysed. It’s councillors that sell land not the CEO.”
Siyauya while confirming to Confidente that Jankie was his fiancée denied being corrupt.
“It’s a total lie. I have never been associated with corruption all my life. I was spokesperson of SPYL and during that time if I was corrupt I could have used my position to enrich myself… The lady you are investigating is my fiancée and I will marry her anytime. My fiancée and I our ethics are too high to be involved in corrupt activities. Limbo is the one who was recorded asking for 10 percent bribe disguised as a facilitating fee or commission.
“When the matter was discussed in council I recused myself. I have got nothing to do with corrupt activities. I am as clean as a new born baby. I am as clean as a grade one book (sic). My track record speaks for itself. I am a son of a clergyman. Limbo has been insulting me since the day of his suspension.”
Siyauya also defended the N$187 000 his fiancée‘s company paid for the purchase of 15 hectares of land saying it was because the land was not prime land.
“First Capital got land that is near the B1 road and that is prime land. My fiancé’s company got land in an area like Katutura hence its cheaper. The technocrats did the evaluation and Limbo did a good job with that. The land also sold to my fiancée is unserviced land. They were supposed to give them 30 plots but they ended getting 15 hectares of land instead because how do you measure 30 plots on virgin land?”
Limbo denied ever demanding a bribe from Jankie.
“Me aye! He should provide proof. If I had demanded a bribe what was he waiting for all this time? Why is Siyauya bringing it out now? I don’t even know where the lady stays. How can I solicit for a bribe from someone with nothing? It’s Siyauya who got love and benefited not me,” Limbo said.
Responding to allegations that he had dished out a contract for the organisation of the Bukalo gala dinner to local businessman, Sylvester Simubali without following normal tender procedures, Limbo was adamant that everything was done above board. “The gala dinner was exempted from going through the tender board. It is like stationery in the office of CEO. It is not direct expenditure on council. This person will be paid from what he is going to raise. Sylvester was going to be paid from what he raised from the gala dinner. The gala dinner was going to pay itself,” Limbo said.
Jankie told Confidente that Siyauya was never involved in her land application as she never told him about it. She also told Confidente that the land transaction had been done above board.
