INACTION by Swapo leaders in Khorixas over a string of alleged corrupt affairs by Swapo councillors has reportedly caused factionalism, mistrust and mayhem among party cadres in the Kunene region town.
The corrupt activities according to a letter penned by the Anton Lubowski branch mobiliser to the district coordinator – Reinhardt Haraeb include the alleged inflation of funds in the controversial sewerage renovation tender, the dubious extension of officials’ contracts, the disappearance of N$3 million meant for the construction of a fire station and the misuse of road authority funds amongst others.
The irregular affairs are said to have also caused rapid decline in the popularity of the leading Swapo party in that town which some fear can have a negative impact in future if not investigated.
“With great concern we as the executive of Anton Lubowski branch would like to bring forth anomalies brought forth on several occasions during the district executive gatherings in the past but which were never deliberated on in depth. The latter is now causing divergence, factionalism and overall mistrust and mayhem among the party cadres,” reads the letter.
According to the letter, Swapo party majority council reportedly ignored numerous reports of alleged fraudulent inflation of money for the renovation on the sewerage system.
“The controversial sewerage tender which was allocated to the UDF sympathisers by the majority UDF council with the support from the Swapo party councillors. Before the payments were due the present Swapo party majority council was alerted on numerous occasions during the district executive briefings to launch an investigation into the alleged fraudulent inflation of amount for the renovations not carried out, nevertheless the majority Swapo council still continues with the payments without launching an enquiry into the alleged irregularities. The mayor replied during the executive meeting that they were new in council and thus could not take any action.”
It’s also revealed in the letter that N$3 million meant for the construction of a fire station cannot be accounted for and that leaders do not have a clear answer as to what happened with the money.
“The alleged mysterious disappearance of N$3 million earmarked for the construction of a fire station cannot be accounted for up to date. We again would like to know why the Swapo led council failed to inform the relevant law enforcement units for proper investigations if they suspected that there was misappropriation of taxpayers’’ funds.”
Early September, the town’s Mayor Gerson Goagoseb explained to this publication that the money was given to the previous council during the 2014/2015 fiscal year by the urban ministry adding that he tasked a team to investigate the matter.
In the letter it is also alleged that the former and present council reportedly misused road authority fund and that the former and present council cannot account for money spent. “We would like to know how much money was allocated and detailed financial statements on how the money was spent.”
Haraeb when contacted for comment Tuesday said he was aware of the letter and that necessary action was taken to address the matter.
“I received the letter and have instructed the parties to produce documents and minutes in the meetings that were held. This is necessary so that I take the matter to higher authority,” Haraeb said.
