DESPITE a vote of no confidence, which saw 23 out of 24 councillors vote him out of office, Khorixas Mayor, Gerson Goagoseb, is refusing to budge from his position.
Goagoseb was ousted in January, over allegations that he made tribalistic remarks to non-Damara speakers in the town.
He also stood accused of disregarding Swapo Party protocol, not promoting or protecting party interests, as well as disrespecting the Swapo Khorixas District Executive Committee.
“The District Executive Committee (DEC) held the belief that Comrade Gerson Goagoseb accepted the allegations levelled against him, because he never refuted. We noticed that he has no respect for the Swapo Party Constitution and the rules and procedures of the party,” a letter by Swapo Khorixas District Coordinator, Rheinhard Haraeb, said about Goagoseb.
In the letter, addressed to Swapo Secretary-General, Nangolo Mbumba, Kunene Regional Governor, Angelika Muharukua, and the party leader assigned to the region, Alpheus !Naruseb, dated 14 February, Haraeb said further that the mayor’s behaviour and defiance of the DEC’s clear instructions, prompted the recent demonstration against the Swapo-led council.
“Given all these (issues), the DEC resolved to take the necessary procedures and implied action,” he said.
Haraeb also asks that the three Swapo leaders instruct the council’s acting chief executive, Eveline Nanuses, to instruct Goagoseb not to meddle with council matters, as he is no longer the mayor after his recall.
“The DEC forwarded the recall letter, dated 28 January, to Mayor Gerson Goagoseb. After receiving the recall letter, Goagoseb did not respond, neither did he object in any form. This leaves us with no option but to emphasise our latest resolution, taken by the DEC meeting on 12 February at the Swapo Party Office,” Haraeb said.
The resolution bars Goagoseb from taking part in any local authority activities, as mayor.
“His continued presence and interference in the local authority matters has left us with no other option but to request your good office to bar him not to participate and interfere in the day-to-day running of the Khorixas Town Council affairs, on a Swapo Party ticket.”
When contacted for comment, Mbumba said that he had received information about what is happening in Khorixas.
“As I have indicated in the past, we have regional and national leaders assigned to the region, and the leader assigned is Alpheus !Naruseb, and they (!Naruseb and others) are busy with it.
“Until such at time that they bring the information to our attention, we will wait on them. We really want this matter to be resolved, because there is no need for people to be competing for positions, we want every person to serve their term and do their jobs and not fight each other.”
!Naruseb said he was aware of the issues at Khorixas.
“But I was made to understand that these issues were sorted out. If there are any new developments, then I have not been alerted. There is a district coordinator for Kunene, who was tasked with solving the issues there,” he said.
Muharukua said the way things are being done “in the Namibia of today,” are not the way they were before independence.
“Now people have rights to do whatever they want, irrespective of whether it is right or not. I am aware of the situation at Khorixas, but I cannot see how the mayor could have been at fault because he has only been there for over a year now.
“How can someone mess up within that period? This is just a case of jealousy. I do not see what the problem could be between the regional coordinator and the mayor, and where it could come from.
“As the governor, I am a supervisor of all my political office-bearers in the region. As a mayor, he is the supervisor of those in his town,” Muharukua said.
When contacted this week, Goagoseb ruled out vacating his office.
“Until such a time that the right procedure is followed to have me removed, I will remain the mayor and chairperson of the Khorixas Town Council.
“The person who moved a vote of no confidence in me is a district coordinator, and procedurally he is supposed to write to the regional executive committee, which will then make a recommendation to the party’s politburo, which has the final say. This process has to be followed, before I can vacate this office,” a defiant Goagoseb said.
“The people who want me removed have interests in Khorixas, but want to bypass regulations. I, for one, will not allow tender regulations and processes to be violated to the benefit of a few people. And that is why they want to get rid of me. As it remains, the town council has not passed a vote of no confidence in me at all.”
