… Slams slow pace of Windhoek housing delivery

URBAN and Rural Development Minister, Sophia Shaningwa, has urged the City of Windhoek to desist from perpetuating the culture where land servicing tenders are allocated to the friends of those in charge, saying that this will not help the country to grow, as some of these developers are inflating their prices.
Speaking at the launch of the City’s Transformational Strategic Plan 2017-2022 this morning, the minister also told the municipality to change for the better, when it comes to the delivery of serviced land and affordable housing.
“The other burning issue is the slow pace at which the City of Windhoek is availing urban serviced land. Last month, I was requested in the National Assembly to give statistics as to how many residential erven have been serviced since 2014 in various towns, including Windhoek. The statistics for Windhoek, as a capital city, were very disappointing. We understand that the topography here makes it difficult to service land, but this must not be an excuse,” she said.
Shaningwa said that it has come to her attention that some City officials are taking decisions on their own, and without approaching the council.
“This indeed is very disturbing, as it is undermining the authority of the council, and leads to unnecessary legal actions, which in turn tarnishes the image of the City council.
“Your worship (Mayor Muesee Kazapua) and your councillors, as the political leaders of this organisation, you need to take charge and ensure that fairness, transparency, accountability and administrative justice prevails,” she told a cheering audience.
Commenting on the restructuring process at the biggest municipality in the country, the former Omusati regional governor said that the process is being done with good intentions, and would bring about positive changes in the organisation.
“However, the process should be done within the confinement of the laws of the Republic of Namibia, and within the available financial resources.
“The restructuring process should never be misused for the gratification of friends and foes, but should be done in a transparent, fair and just manner,” Shaningwa added.
